How to run OSCS process with option fa-hcm-irc-hir as it is showing 'Retrying'

I am not able to Run ESS job to create index definition and perform initial ingest to OSCS with option fa-hcm-irc-hiring-events , it is showing 'Retrying'
Could anyone please guide me?
