How to enable "Search using routing Number" in Redwood Payment methods

In Prod (non-redwood) we have the option to Check the box below to search by routing number. Which once entered it populates the Bank and Bank Branch.

Redwood does not allow us to do so. We have to enter the bank first. Otherwise the Routing and Bank branch are greyed out until you enter the bank. How can we enable the Search for routing numbers in Redwood? I tried setting this profile value to No - CE_USE_EXISTING_BANK_BRANCH - but instead it just let us start typing in routing number but does not populate the Bank Branch/Bank.
