Rename the Purchase Requisitions (new) application (RSSP)

Summary:

When I tried to rename the tile name of RSSP as per the following instructions, I've found two of the same name as "Purchase Requisitions (New)" in Structure tool.

The tile name has changed after changing the name of the latter one, but why are there two of them with the same name? It seems the Resource name is different.
