If I run alerts in simulation mode the system treats it like a duplicate

Summary:

If I run the alerts in simulation mode and se t stop duplicates to yes then it treats the simulated alerts as the original run. If I then try to run the alert with the duplicates set to stop duplicates it will show zero alerts.

We will need to use simulation mode in the coming weeks for testing after a reconfiguration and I want to make sure I am running these correctly.

When I run in simulation mode and then turn simulation mode off I should set stop duplicates to "no" or it will not rerun the simulated alerts.
