Waitlist Not Functioning Properly and Being Held Up By Inactive Employees

I have a class with 5 learners currently waitlisted, and my offering has a max of 12 learners, but only 11 learners are currently enrolled. I don't see what is blocking the waitlisted people from being moved into the offering automatically. Our offering shows 15 active learners (11 as "Not Started" and 4 as "waitlisted), and our max capacity is 12 seats with the first in first out waitlist priority.

When one of the 11 is withdrawn, it does enroll someone on the waitlist, but it thinks we have 12 current seats enrolled, when it is only 11. Any guidance would be appreciated.
