When do opt-in features from a quarterly release become standard?

In the 25B release for Learning, there is an opt-in change 'Employee Learning App Renamed'.

Do opt-in features such as these become standard in future or will they always remain opt-in?

For context, the change renames the Learning App to Learning and Development. Whilst a minor change this has considerable impact to supporting resource materials/training material/knowledge articles that would need updating.
