Generate Change Order button not available on Project Issue

Currently testing out the functionality for the 25A Feature Generate a Change Order from a Project Issue. When on the Project Issue page, I am not able to see the Initiate Change Order button in the top right as demonstrated in the video here: Change Order Generation from Project Issue

I have made sure that the feature is enabled in the Offerings section. I have also made sure that I have all necessary security roles and appropriate data access assigned to those roles for my user. Aside from those two points (enabling the offering and data access) I am having trouble on what the issue might be. For additional context, I have the ability to view, access, and create both Issues and Change Orders, so it is not an issue of accessing those separately.
