Importing Controls - is this standard functionality?

I exported a set of A-A-Controls out of one environment and my colleague imported them into another.

I then added my account ownership to Controls’ Default Result Security Assignment list.

Ran Security Synchronization (which automatically ran several sub-processes including 'Result Worklist Security Synchronization') yes upon completion my account still cannot a fraction of the full set of Control results that I know to exist. *

*Control results have been proven to exist as previously I’ve exported and imported using SAME JSON FILE using my user account between different environments, followed same steps as above and found to have access to FULL Control results.
