Oracle Mass assignment Update option is not able to search any employees

Summary:

We are trying to use Oracle Mass assignment update option for bulk assignment status change. However its not able to find any employees while searching population. We have added all the basic role(mostly read-only) except HR Specialist role as we want to restrict user access. If we add the HR specialist role its working as expected. Is there a way to make it work without HR specialist role?

FYI - the employee search is working fine in person management without HR Specialist role.

Below Privileges are added in custom role along with 'Change Worker Assignment' & 'Manage work Relationship' role
