why users with different Names but similar Person Numbers flagged in incidents of a TXN Control?

Users with different Person Names (as you can see in the screenshot) having similar person numbers are getting flagged in the incidents of the newly deployed transaction control 50005 - SALARY AND PERSONAL PAYMENT METHOD MANAGED BY SAME USER in the production, we are not aware of this scenario, can I get some help regarding the reason for this particular issue?
