manager assigns course to a learner with status bypass completed

Hi all,

we have the case that a manager wants to assign a course to a learner who already has the status "bypass completed" for this course. The manager is able to perform the task "assign learning to my team" (no warning, no error). However, when looking in the assignment on learning admin level you can see that the learner got the status "exempted". How is it possible that a manager can assign a course succesfully when the learner has a completed status? What do we need to change so that it is possible to assign?
