Direct Report Changes aren't showing

When a manager is making changes to the direct reports of their Direct Reports, the changes are not showing.

For example: "A" has two Direct Reports, "B" and "C". He wants "B" to report to "C", that is, "C" being "B's" Line Manager. After going through the process of changing the Direct Reports, we see that in the transaction console the transaction was successfully completed, but the change is not being reflected in Oracle Fusion.
