Disable 'Active' option in the Initial Assignment Status selection

Would there be away to customize the selection for 'Initial Assignment Status' when adding a learner in an offering?

As a training coordinator, upon selecting a learner to be enrolled in an offering, there is an option wherein the training coordinator has to select the option 'Pending Fulfillment' in the Initial Assignment Status. The current setup is that it's automatically selected to 'Active'.
