Address Fields on Redwood Contact Info Page are not consistently auto populating

When a user goes in to edit their address on the Redwood Contact Info page, we have found that if they clear out their current address fields and then try to re-populate them, the county is not auto populating, and it does not even let us manually enter a value. Since it's a required field the user doesn't have the ability to save the address change. It appears to only happen when the address fields are first cleared out and no matter what order the city, state, zip is entered we can't get the county to populate. We
