Internal job alerts not triggered if we select only location and organization

Since a few months, our internal job alerts which used to work have suddenly stopped working. We found that if we select only

location and organization, no alerts are sent. However, if we select job family along with the location and organization, alerts work as expected. Is this how it is meant to work?
