Headcount is not populating the value in assignment section

In My Client Groups > add/edit pending worker > assignment section - The headcount is not auto-populating the way the FTE does and should once the hours are entered. FTE works correctly but Headcount field remains blank, when it should auto populate to 1. This is happening not only for add/edit pending worker but also for Hire an employee, etc.
