Is it possible to have element frequency rules determined by the pay date?

Summary:

We are looking to set up recurring elements with the frequency rules referring to the pay date rather than the pay period effective dates. The current options of "Date Earned", "Effective Date", and "Payroll Run Date", don't appear to provide the pay date as an option. Is the Payroll Run Date the same value as the Pay Date or is it the date that payroll is physically being processed? We process our payroll a couple days prior to the pay date. Thank you!
