Restrict Learning Administrators from Uploading Learning Content with Approval

We are looking to understand if Oracle Fusion HCM Learning provides a feature to restrict the uploading of learning content (such as SCORM packages, PDFs, Weblinks, and Videos) by requiring an approval workflow before the content is published or made available to learners.

Specifically, we want to Prevent content authors or administrators from uploading new content directly without an approval step.

We wish to apply this restriction to all content types: SCORM, PDF, Weblink, and Video.

Please confirm if such a feature exists natively in Oracle Fusion HCM Learning, or if there are recommended configurations or workarounds to achieve this requirement.
