Initiative assignment for new hire

Hi all,

we're implementing an initiative assignment using a custom OTBI report.
We need to apply the initiative to a specialization because the client created a specialization that contains all courses required for new hire.

Is it possible?

We also need to know whether, with learning initiatives it is possible to manage only the assignments and not the withdrawal. Is it therefore possible NOT define a time frame within which eligibility criteria are valid?
