Redwood:How to hide Job Requisition "Submit" button to the Hiring Manager

Summary:

We want to ensure the Submit button ius greyed out on all applicable sections to ensure the HM fills in all sections.

The first 2 sections have it greyed out but when we get to Hiring Team it available. How can I remove this?
