Rehire causing duplicate Pending Workers in ORC

Our HR Department does not want to capture the SSN and DOB until after an offer is extended to avoid any perception of discriminatory determinations. The DOB and SSN are entered on a Journey (at pending worker stage), after the offer is accepted and the candidate is auto-progressed to HR/Pending Worker. As a result, when we check for duplicates pre-offer, the system cannot recognize rehires. This issue is causing the ORC application to create another pending worker for rehires. Once converted to employee status, we end up with two person numbers for the rehires: one from previous employment and another
