Bursting jobs are not sending emails or are sending them hours later

Starting recently from 5/21/25, whenever we run a bursting job, the email with the success/failure notification and and any emails with attachments are not being sent or are being sent hours later.

Starting after 5/21/2025, all of our bursting definitions that send emails either fail to send any email at all, including completion emails, or send an email very late after being run, sometimes hours later. We have confirmed this is not an internal emailing issue as we have tested both internal Outlook emails as well as external Gmail emails and confirm that even external addresses are not receiving the bursting emails until hours later. This is occurring across all of our Narrative Reporting instances, both Dev and Prod. The most recent occurrence of this happened last night, where our bursts ran
