Learning Self Service for Mananger - Offering Full message not displayed

Following the implementaion of 25B we have noticed that even with the "Allow joining the waitlist from self-service"  option isn't enabled.

The manager as NO seeing the Offering Full as stated in the Readiness documentation and the coresponding Webinar.
