Learning Assignment Bypass and Approve is greyed out

Summary:

Hello,

As a Learning Specialist or Admin, I want to change the -Learning Assignments Requested Status to "Bypass and Approve" but the option is greyed out in change status drop down whereas in Mass Action its enabled.

Could help why the difference is, we tried removing and added all the custom roles on top of seeded role.

In some cases we need Bypass and approve to selected people instead of Mass Approvals.

Please advice.
