Restrictions on Project Transfers screen project field

Is there a way we can impose restrictions on the project field in the project cost transfer screen?

We want to split a cost between multiple tasks within the same project. However, since the project fields are editable, there is a risk that users, by mistake, change the project number. We have tried to use the split screen, but there, the task field is frozen.

So is there a way to ensure to restrict users from changing project number on the project transfer screen or if its possible to make the task field editable on the project transfer split function?
