I am receiving an error message when trying to activate the CSP

When trying to activate a CSP, I'm receiving the following error message. I have reviewed the phase and state for the move action Rehire Not Eligible and have any renamed the move action to Rehire Eligibility Check Not Eligible and I still receive the same error message. Any idea what may be causing this issue?
