Redwood: Manage User Account Hide Sections

Summary:

In The Redwood Version of Manage User Account Page under Express Mode there is no option to customize pages. We are looking to hide sections 'Delegated from Other Users" and "Role Delegations". We don't see the button "Configure Business Rules" for us to continue editing the page. Is there any solution to achieve this requirment?
