Can we merge family contact record and candidate coming from ORC

Summary:

When hiring a new employee through Core HR, we can merge the existing family member contact with the hiring record. However, when hiring a candidate using the ORC module, merging this scenario is not possible.

What is the reason for this issue? Because we are using both modules to hire employees in the system, why are there two behaviors in two modules?
