Remove Buyer as Assignee for 'Purchase Order Implemented' Notifications

Summary:

Our Organization has annual Purchase Orders volume of >1 million. There are only a bunch of buyers for all these POs.

Each time a PO is Implemented, Buyer and Requester gets a notification. Given the volume of POs, buyers worklist would be flooded with this FYI notification. Hence, we would like to remove buyer as Assignee for 'Purchase Order Implemented' Notifications. Could you please advise on how to acheive this ?

BPM Task: DocumentOpenFyi

Seeded Assignees: /task:task/task:payload/ns1:Users

We have tried deleting the Seeded Assignee and use below instead for sending to Requester. However, Requester didn't get the notification either.
