Privileges needed to edit requisition during approval

Summary:

Employee role is sufficient to approve requisitions. Created custom Employee role as a top copy of seeded role and addes 'Edit Requisition as Approver' privilege to custom Employee role.

User having just this custom role is able to approve purchase requisitions but NOT able to edit requisition during approval. They don't see the Edit Requisition hyperlink on the approval notification.

Only when Procurement Requester role is added with data access, approver sees the Edit Requisition hyperlink in the approval notification.

Please could you clarify what additional privileges needs to be added for Employee role to be able to edit requisitions during approval?
