How to make the Period dimension parent member as read only

Summary:

Without using Groovy script and without applying dimension-level security on the Period dimension, I attempted to provide cell-level security for the parent member of the Period dimension. While it works for the child members, it does not work for the parent member. How can I make this work for the parent member of the period dimension?
