PUBLISH option in PROCESS REQUISTIONS(NEW) quick action is greyedout

I am in the new REDWOOD page for Process requisitions(NEW) and have all the access and profile options enabled as mentioned in 25B. But when i try staging the documents i see that the PUBLISH option is greyedout but "Remove document" option is available. Please advise. screenshot below.
