Bank Account cannot be manually added

Bank Account cannot be manually added by HR, only with HDL this is possible

Hello experts, we would like to manually add a bank account for some employees as HR but when we open the Bank Accounts page (my client groups > Personal payment methods > Bank Accounts button) the Add or create button is not displayed. Therefore the only possibility we have to add bank accounts is upload these info with HDL

Could you please help us understand why?
