How to Restrict the “Do Not Pursue (DNP)” Label to HR and Recruitment Only?

Hi everyone,
I had a situation where a Hiring Manager accidentally added the label DNP (Do Not Pursue) to a candidate, not realizing what it actually meant.
Is there a way to restrict Hiring Managers from seeing or using this label, so that it’s only available to HR and Recruitment teams?
Would appreciate any guidance or suggestions.
