Create Noncatalog Request - Negotiated already automatically checked off

When creating a noncatalog request using Redwood (situation would also apply to non-Redwood), is there a way to have the Negotiated checkbox already checked-off in Pricing section when opening form and also not have the checkbox being editable. I.e. Negotiated is already checked off and you can't uncheck it:
