If learner completed the offering, does a seat become available/vacant?

Summary:

Hi all,

I had a question regarding the offering capacity rules. For Eg. we have maximum capacity of 2 in an offering.

3 learners are enrolled where 2 have completed the offering. On my observation, the 3rd learner on waitlisted status does not get enrolled automatically. If learner is in "completed" status, does a seat become available or not? or Learning Specialist would manually manage this waitlist?
