OKC_ODI_INV_REVENUE_PLAN error when uploading project contract lines

Summary:

We are migrating project contracts. We successfully uploaded the bill plan and revenue plan information. But when we are uploading the contract lines we populated the fields BillPlanExternalSource, BillPlanExternalKey with the fields ExtSource and ExtKey from the bill plan line in the bill plan and revenue plan file. For the revenue plan the fields RevenuePlanexternalSource and RevenuePlanExternalKey we used ExtSource and ExtKey from the revenue plan line. However when we upload the contract line we receive the error message

The bill plan for the contract line doesn't exist. (OKC-196581)"OKC-OKC_ODI_INV_REVENUE_PLAN (OKC- -1) Details: OKC-OKC_ODI_INV_REVENUE_PLAN Cause: The message, OKC-OKC_ODI_INV_REVENUE_PLAN, can not be accessed.
