Viewing questions after completing learning assessment

I've noticed that the 'View Content' button appears after a learner passes an assessment, even if the 'Review Attempt' setting is 'Not Allowed'. Is it acceptable for learners to see the assessment questions after completion, even when review is supposedly disallowed
