Redwood: Grade Step is populated in Position Override, but blank in Assignment

Summary:

On the Position Override screen for Edit Pending Worker, Change Assignment, and Add Assignment, the grade step will be populated on the Position override page for both Position and Assignment, but on the Assignment page the step will appear blank unless we toggle the grade step on for the position to override the assignment. Since both Assignment and Position have the same value, why would we need to toggle the Grade Step on in order for it to populate correctly?
