How to create separate Rules for New Department and Update pages

Summary:

Hello Team,

We cannot create separate rules for the Department page, like New and Update Department.
In the New Department page, one Flex field is editable, whereas in the Update section, the same field is read-only in RUI. However, this functionality is not working on the Redwood Department and Worker Union page.

Can anyone help in this how to reach this functionality.
