Query regarding redwood SSP UI Optin Feature becoming mandatory from 25C

As per the oracle note below ADF UI is retiring in 25C and new redwood UI should be enabled.

I would like to understand whether business users can continue on the ADF UI of self service procurement without enabling the redwood feature.
