Issues Trying To Use Responsive Self Service Procurement (RSSP) Module

We recently followed all the steps to enable RSSP in our DEV and TEST environments, so that we can start to have users test the functionality.

However, we are having inconsistent results with user access to the new module.

After I set up RSSP in DEV, I was able to use the new screens without issue. However, in the TEST environment, the Requisitioning module immediately prompts me to enter a Delivery Location. The drop down box for Delivery Location has no entries to select from and I am not able to key in a value. The application will not let me continue until I enter a Delivery Location, but I can't enter one.
