How to know who initiated the change in the Alert Composer?

Hello,

A recruiter reported that she is not receiving a notification when a job requisition is drafted. Upon investigation, we found that the IRC_Requisition_Initiation alert is currently disabled in the system.

We would like to know when this alert was disabled and who initiated the change.
Is it possible to retrieve this information?
