HCM Redwood Pages with Profile Options 25B "LINK TO WHAT'S NEW ANNOUNCEMENT" is not working

Summary: When downloading the latest profile release from Oracle Support, the link within the excel document does not open to anywhere. I have tried different applications such as OTL and Absence with same result. Can someone provide the 25B profile options doc with working links to the related WHAT'S NEW doc?
