Employees cannot view redwood screens of Goals and Performance

Summary:

I am migrating from responsive screens to the redwood environment and I have the following problem:

Employees cannot see the screens even with the functions and privileges assigned to them. I used this documentation to find the functions: Privileges to Secure Goal Actions

All redwood keys are enabled.

Does anyone know what might be happening?Thanks.
