Possible to setup different Onboarding steps based on Union or Management?

We are setting up Preboarding/Onboarding steps in Checklist Templates and I see that the "trigger" of the event is the Action Name which is currently setup as Add Pending Worker.

We have different Preboarding/Onboarding steps whether the person is Union or Management group.

Is it possible to differentiate it? Do I need to create a new Action Names? One for Union and another for Management, then create 2 Checklist?
