Burden Recalculation on New Costs after Updating Burden Structure on Burden Schedule

Issue:

Why do costs without burden (because the Generate Burden Costs job has not run) trigger the “Recalculate Burden Cost” when the burden structure is changed on a burden schedule? My understanding was the “Recalculate Burden Cost” would only recalculate burden on eligible costs that had previously been burdened.

Use Case:

A new burden structure was created by copying the existing burden structure and removing an expenditure type from the structure.

The burden schedule was updated by replacing the existing burden structure with the new burden structure.

The burden schedule version was updated with the sysdate as the From Date.
