Custom HR Assistant role should not be able to transact on Pending Workers

in Human Capital Management

Summary: We have a requirement in which the custom HR Assistant role should be able to view Pending Workers but not transact on them. I was able to remove the Pending Worker Addition and Hire, Pending Worker Quick Hire, Edit Pending Worker, Hire Pending Worker privileges from the custom HR Assistant role. But the role can still Cancel Work Relationship, and change Employment Start Dates of Pending Workers.

Is there a way to setup the role to it can transaction on Employees but make it view only for Pending Workers?
