Express mode Redwood custom rules NOT visible after P2T refresh

Summary:

We have created some custom business rules in Express mode in DEV env , Migrated our changes to Prod.

We had P2T refresh from Prod to Test env. When we check redwood page in Test - we are NOT finding our custom business rules.

Has anyone seen similar issues with P2T for redwood pages ? Is this expected behavior ?
How are we supposed to Edit custom rules if they are NOT visible ?
