System to grey or disable Submit button in case of no changes done during any HR action transaction

Summary: During any HR action transaction, if user doesn't make changes, system should grey or disable 'Submit button' Or make the submit button active or enable, when there is any change found compared to existing value in any of the section completed except the new effective date, action and action reason.
